Jyoti teaches Class 6 at a private school in Jalandhar.
She had wanted her own scooter for four years, mostly so she could stop depending on her brother for the school run. And she prepared for it properly. Three showrooms, notes on her phone, settled on an Activa. The board said 76,083. She saved eighty thousand, thought she had room to spare, and went back on a Saturday to buy it.
The invoice came to just under ninety five thousand.
Nobody cheated her. She did what everybody does with a two wheeler price, which is compare the one number the market advertises against a bill that is actually built out of four. The Activa starts at Rs 76,083 ex-showroom in 2026 and runs up to Rs 91,082 across its four variants, and neither of those is the figure that leaves your account.

Almost every first time buyer walks straight into this. It is not a dealer trick either. It is simply how two wheeler price works here. Learn the four parts and the bill stops ambushing you, and better than that, you will know which part is worth arguing over. Only two of them are.

Add the last three to the first and you have your on-road two wheeler price.
Road tax is the part of the two wheeler price that shocks people. It is a percentage of the ex-showroom price, every state fixes its own, you cannot negotiate it and you cannot dodge it. It also never appears in a single advertisement anywhere.
Insurance is the opposite story. Dealers bundle it because it earns them money. You are allowed to bring your own policy, and two or three quotes will normally save a thousand to two and a half thousand on a commuter. Twenty minutes of work for that.
Handling is where the real conversation lives. Ask for the breakup in writing before you hand over the booking amount, and question anything that is just a word with a number beside it. Accessories you never asked for have a habit of turning up on the invoice as though they were compulsory.

In Mumbai the base Standard comes to Rs 92,110 on road, built from Rs 78,094 ex-showroom, Rs 7,809 of RTO and Rs 6,207 of insurance. Chennai lands at Rs 92,158, near enough the same. Delhi sits at Rs 92,954.
Then you get to Bangalore, where the two wheeler price stops making sense.
Ex-showroom there is Rs 493 cheaper than Mumbai. The final bill is Rs 6,478 higher. Karnataka road tax does all of that by itself, with RTO charges of Rs 13,846 against Mumbai's Rs 7,809.
Which means when a cousin in another state tells you what he paid on road, that number is useless to you. Ask which city or do not bother comparing.
If the last bike you bought was before September 2025, prices have genuinely moved in your favour. Not by a token amount either.

Announced at the 56th GST Council meeting and effective from 22 September 2025.
Cutting 28 percent down to 18 made most commuter bikes cheaper. Bikes above 350cc went the other way and are now taxed as luxury goods. Since somewhere around 98 percent of India's two wheeler volumes sit in that up to 350cc bracket, this touched very nearly the whole market.
The sum is easy enough to run yourself. Ex-showroom multiplied by 0.18 for anything under 350cc. A one lakh commuter is carrying Rs 18,000 of GST inside that price.
Two things follow from this, and both are worth knowing before you shortlist anything.
That 350cc line is now a proper financial cliff rather than a spec sheet detail. A Classic 350 and a bike a few cc above it live in two different tax worlds. Check the exact displacement before you get attached to something.

Some real anchors for those bands. Splendor Plus runs Rs 77,123 to 79,835 across four variants. Jupiter starts at Rs 74,125, Activa at Rs 76,083, HF Deluxe at Rs 68,855. Access 125 variants go from Rs 79,899 up to Rs 90,500. The Xpulse 200 4V is Rs 1,45,417.
Add fifteen to twenty percent to any of these to get to on-road in most states. Nearer twenty five in the heavy road tax states, Karnataka being the obvious one.

Illustrative at around 13 percent. Your own rate depends on profile, credit history and lender. A published Activa example in Delhi works out to Rs 2,027 a month at 9.45 percent over 36 months, so a strong file does considerably better than this table.
Look at rows two and three. Same bike, same city. Paying Rs 13,000 more upfront takes Rs 445 off the monthly and saves a good deal more across the whole tenure. If that cash is sitting there anyway, a bigger down payment is the cheapest interest rate cut available to you. No paperwork, no negotiation, nobody to convince.
The 24 against 36 month columns are the other trade. Shorter costs more each month and less in total. Pick what your month can absorb without strain rather than whatever the smallest number on the board happens to be.

Comparing an ex-showroom two wheeler price across states is the commonest one by a distance. Your cousin in Chennai paid a completely different bill on the same bike. Compare on-road, in your city, or do not compare at all.
Then there is accepting the bundled insurance without looking at it. You can bring your own. I said this already but it is the easiest two thousand rupees on this page.
Paying for accessories nobody asked for. Seat covers, crash guards, floor mats. Get the breakup before the booking amount goes in and strike out whatever you did not choose.
Buying in the wrong week, which surprises people. Dealers carry monthly and quarterly targets, and discretion appears at the end of both. In August 2026 there were five separate offers running on the Activa in Delhi alone.
And going top variant for one feature. Base to top on an Activa is about Rs 15,000 ex-showroom, which becomes nearer Rs 18,000 on road. Sometimes the thing you actually want costs two thousand in the aftermarket.

What changed her bill in the end was asking for the breakup in writing. Two accessory lines came off, about Rs 2,300 between them. She arranged insurance through her brother's agent for Rs 1,400 less than the showroom quote. Final invoice landed around Rs 91,000, and she financed Rs 70,000 of it over 30 months.

She is right, and it is the single most useful habit in this entire article. The advertised two wheeler price is a marketing number. The on-road figure for your variant, in your city, with your registration, is the only one you can plan around.
A two wheeler price is four numbers, not one. Two of them you can move.
Get the on-road quote in writing, your variant, your city. Check which side of 350cc the bike falls on, because 18 and 40 percent GST are not the same purchase. Arrange your own insurance. Strike out accessories you did not pick. Put down as much as you comfortably can, then choose a tenure your month can genuinely carry.
Do that and you will know the bill before the dealer prints it.

Ex-showroom is the factory price plus GST and nothing else. On-road adds state road tax and RTO registration, insurance, and dealer handling or accessories. Expect the two wheeler price to run fifteen to twenty five percent higher than the poster, depending on your state.
Eighteen percent up to 350cc, forty percent above 350cc, five percent on electric. The lower rate on smaller bikes has applied since 22 September 2025.
Road tax. It is a state charge worked out on the ex-showroom price, and Karnataka's is among the highest in the country. RTO on a base Splendor Plus there comes to Rs 13,846.
You can negotiate on ex-showroom, pick your own insurer, and refuse accessories and vague handling charges. Road tax and GST are fixed and no dealer can reduce them, whatever they imply on the phone.
Usually ten to twenty five percent of on-road, varying by lender and by profile. A bigger down payment cuts both your EMI and your total interest, so pay what you can spare without clearing out your savings entirely.
